These Terms and Conditions ("Terms") constitute a legally binding agreement between you ("Player," "User," or "you") and starhk ("starhk," "we," "us," or "our"), the operator of the online gaming platform accessible at https://starhk.org ("Platform").
By accessing, registering on, or using any part of the starhk Platform, you acknowledge that you have read, understood, and agree to be bound by these Terms in their entirety, together with our Privacy Policy and Responsible Gaming Policy, each of which is incorporated herein by reference.

It is your sole responsibility to ensure that your use of the Platform complies with all applicable laws in your jurisdiction. starhk makes no representation that the Platform is lawful or available in jurisdictions outside the Philippines.
The following persons are not eligible to register or use the starhk Platform: (a) persons under 21 years of age; (b) persons who have voluntarily self-excluded from starhk or any other gaming platform; (c) employees, contractors, and immediate family members of starhk and its affiliated entities; (d) persons who have been excluded by order of a competent Philippine authority.
Each individual may register only one (1) account on the starhk Platform. The creation of multiple accounts by a single individual is strictly prohibited and constitutes a material breach of these Terms. starhk reserves the right to close all accounts associated with a player found to have multiple registrations and to forfeit any balances held therein.
You agree to provide accurate, current, and complete information during the registration process and to update such information promptly if it changes. starhk may suspend or terminate your account if any information provided is found to be inaccurate, misleading, or incomplete.
You are solely responsible for maintaining the confidentiality of your starhk Login credentials, including your username and password. You agree to: (a) use a strong, unique password for your starhk account; (b) enable two-factor authentication where available; (c) notify starhk immediately upon becoming aware of any unauthorized access to your account; (d) never share your login credentials with any third party.
You are responsible for all activity that occurs under your starhk account, whether or not authorized by you. starhk shall not be liable for any loss or damage arising from your failure to comply with the security obligations set out in these Terms.
starhk is required to conduct identity verification in accordance with applicable Philippine anti-money laundering regulations. You agree to provide any documentation requested by starhk for KYC purposes, including but not limited to government-issued identification, proof of address, and source of funds documentation. Failure to complete KYC verification may result in restrictions on deposits, withdrawals, or account access.
starhk accepts deposits and processes withdrawals through the following payment methods: GCash, PayMaya (Maya), and bank transfers via BPI, BDO, Metrobank, UnionBank, Landbank, PNB, and Security Bank. Debit cards linked to eligible Philippine bank accounts may also be accepted. All transactions are denominated in Philippine Peso (PHP).
The following payment methods are strictly prohibited on the starhk Platform: (a) cryptocurrency of any kind, including but not limited to Bitcoin, Ethereum, USDT, and any other digital asset; (b) credit card deposits for gambling purposes, which are prohibited under current Philippine regulations.
Minimum and maximum deposit and withdrawal amounts are set by starhk and may vary by payment method. Current limits are displayed on the starhk Platform at the time of transaction. starhk reserves the right to modify these limits at any time with reasonable notice.
Withdrawal requests are processed within one (1) to three (3) business days, subject to completion of KYC verification and compliance with applicable wagering requirements. starhk reserves the right to conduct additional security checks before processing any withdrawal.
Player funds deposited into starhk accounts are held separately from starhk's operational funds. starhk does not use player funds for operational purposes. In the event of insolvency, player funds are protected in accordance with applicable Philippine regulations.
All bonuses, free spins, cashback offers, and other promotional incentives offered by starhk are subject to specific terms and conditions, including wagering requirements, minimum odds, game restrictions, and expiry dates. These specific terms are communicated at the time each promotion is offered and form part of these Terms.
Bonus funds must be wagered a specified number of times before they may be withdrawn. The applicable wagering requirement is stated in the terms of each individual promotion. starhk reserves the right to void bonus funds and any winnings derived therefrom if wagering requirements are not met within the specified time period.
starhk actively monitors for bonus abuse, including but not limited to: (a) creating multiple accounts to claim bonuses multiple times; (b) using low-risk betting strategies to meet wagering requirements; (c) colluding with other players to exploit promotional offers. starhk reserves the right to void bonuses and winnings and to suspend accounts where bonus abuse is detected.
starhk reserves the right to modify, suspend, or terminate any promotion at any time. Changes to ongoing promotions will be communicated to affected players with reasonable notice where practicable.
All games available on the starhk Platform operate using certified random number generators (RNGs) or, in the case of live dealer games, real-time physical dealing processes. Game outcomes are determined independently of starhk's commercial interests. starhk's games are independently audited for fairness by accredited testing laboratories.
In the event of a technical malfunction during a game, starhk reserves the right to void the affected game round and return any wagers placed. starhk's decision in respect of any disputed game outcome shall be final, subject to the dispute resolution process set out in Section 14.
Players are prohibited from using any software, tool, or method designed to gain an unfair advantage in any starhk game, including but not limited to bots, automated betting software, or exploits of software vulnerabilities.

starhk is committed to promoting responsible gaming among all Filipino players. We recognize that gambling can become harmful for some individuals and we take our obligations in this regard seriously.
starhk provides the following responsible gaming tools, accessible at any time through your account settings: (a) deposit limits (daily, weekly, monthly); (b) loss limits; (c) session time reminders; (d) cooling-off periods; (e) self-exclusion (temporary or permanent).
Players who wish to self-exclude from the starhk Platform may do so by contacting starhk support or using the self-exclusion tool in their account settings. Self-exclusion requests are processed within 24 hours. During a self-exclusion period, starhk will take reasonable steps to prevent the excluded player from accessing the Platform.
starhk strictly enforces the 21+ age requirement. Players who are found to be under 21 years of age will have their accounts immediately closed and any deposits returned, less any amounts already wagered.

All content on the starhk Platform, including but not limited to text, graphics, logos, icons, images, audio clips, game software, and the overall look and feel of the Platform, is the exclusive property of starhk or its licensors and is protected by applicable Philippine and international intellectual property laws.
You are granted a limited, non-exclusive, non-transferable, revocable license to access and use the starhk Platform solely for your personal, non-commercial entertainment purposes. This license does not include the right to: (a) reproduce, distribute, or publicly display any starhk content; (b) modify or create derivative works based on starhk content; (c) use any data mining, scraping, or similar data extraction tools on the Platform; (d) reverse engineer any software used in connection with the Platform.
Any unauthorized use of starhk's intellectual property is strictly prohibited and may result in civil and criminal liability under Philippine law.
To the fullest extent permitted by applicable Philippine law, starhk shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising out of or in connection with your use of the Platform, including but not limited to loss of winnings, loss of data, or loss of business opportunity.
starhk's total aggregate liability to you for any claim arising out of or in connection with these Terms or your use of the Platform shall not exceed the total amount deposited by you into your starhk account in the thirty (30) days immediately preceding the event giving rise to the claim.
starhk does not warrant that: (a) the Platform will be available at all times or free from interruptions; (b) the Platform will be free from errors, viruses, or other harmful components; (c) any specific game outcome or financial result will be achieved through use of the Platform. Gambling involves risk and you acknowledge that you may lose money wagered on the Platform.
Nothing in these Terms shall limit or exclude starhk's liability for death or personal injury caused by starhk's negligence, fraud, or any other liability that cannot be excluded under applicable Philippine law.
starhk collects, processes, and stores your personal data in accordance with its Privacy Policy, which is available at starhk.org/privacy-policy. By using the Platform, you consent to the collection and processing of your personal data as described in the Privacy Policy.
starhk implements industry-standard technical and organizational measures to protect your personal data against unauthorized access, disclosure, alteration, or destruction. All data transmissions between your device and the starhk Platform are encrypted using 256-bit SSL technology.
starhk may be required to disclose your personal data to PAGCOR, the Anti-Money Laundering Council (AMLC), or other competent Philippine authorities in accordance with applicable law. Such disclosures will be made only to the extent required by law and will be handled with appropriate confidentiality.
starhk reserves the right to amend these Terms at any time. When material changes are made, starhk will notify registered players by email or by posting a prominent notice on the Platform at least fourteen (14) days before the changes take effect, except where immediate changes are required by law or regulatory directive.
Your continued use of the starhk Platform after the effective date of any amendment constitutes your acceptance of the revised Terms. If you do not agree to the amended Terms, you must cease using the Platform and may request closure of your account in accordance with Section 13.
The most current version of these Terms is always available on the starhk Platform. The "Last Updated" date at the top of this page indicates when the Terms were most recently revised.
You may close your starhk account at any time by contacting starhk customer support. Upon closure, any remaining balance in your account (after deduction of any applicable bonus funds that have not met wagering requirements) will be returned to you via your registered payment method within a reasonable time, subject to completion of any outstanding KYC verification.
starhk reserves the right to suspend or permanently close your account at any time, with or without prior notice, in the following circumstances: (a) breach of any provision of these Terms; (b) provision of false or misleading information; (c) suspected fraudulent, collusive, or criminal activity; (d) failure to complete KYC verification within a reasonable time; (e) direction from a competent Philippine regulatory authority; (f) where starhk determines, in its sole discretion, that continued operation of your account poses a risk to starhk, other players, or the integrity of the Platform.
Upon termination of your account, all licenses granted to you under these Terms will immediately cease. Provisions of these Terms that by their nature should survive termination shall continue to apply, including but not limited to Sections 7, 9, 10, 14, and 15.
These Terms and any dispute or claim arising out of or in connection with them or their subject matter shall be governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law provisions.
In the event of any dispute between you and starhk, you agree to first contact starhk customer support and attempt to resolve the dispute informally. starhk will make reasonable efforts to resolve any complaint or dispute within fourteen (14) business days of receiving written notice of the issue.
If a dispute cannot be resolved informally within thirty (30) days, either party may refer the matter to the competent courts of the Republic of the Philippines. You agree to submit to the exclusive jurisdiction of the Philippine courts for the resolution of any dispute arising from these Terms or your use of the starhk Platform.
If you believe starhk has acted in breach of its regulatory obligations, you may file a complaint with PAGCOR, the Philippine Amusement and Gaming Corporation, in accordance with PAGCOR's published complaints procedure.
